The police have ultimate responsibility under the law to guarantee the privacy of this information, but ACS, which actually runs the camera program, blames a courier for dropping the tickets.

Yesterday I told how a Sun reader discovered a mystery courier-type package on a downtown public bench. Mark Johnson went into a nearby bank and asked if anyone had lost something. They had not.

There was no marking on the package to indicate who sent it or who was meant to receive it. The package contained 320 photo radar summonses detailing people's names, dates of birth and home addresses.
