In Queensland, Australia, it only takes 2 accidents related to speeding (that means when you have a drunk driver going 2 MPH over the limit it's a "speeding" accident, even though alcohol is the true cause of the wreck). That accident can be minor, and the accidents can have happened any time in the past. In other words, they have no real criteria.
