California appeals court rules police not liable for crash if car not seized from driver with suspended license or accused of DUI.

California's Third District Court of Appeals ruled Friday that police do not have a mandatory duty to seize cars from those accused -- but not convicted -- of driving either under the influence (DUI) or on a suspended license.
